During a ticket inspection, please spontaneously present your TCL ticket to the inspector.
If you are not in compliance with regulations, you must then present an official form of identification.
A report (PV) will then be drawn up by the controller.

This service allows you to pay your fines following an offence on the TCL network.

Traveling in good standing

👉 With a subscription

You must validate your TCL or Oùra card every time you travel on the network and every time you change lines(except from one metro line to another). You must hold your own TCL or Oùra card (this one is nominative) with a valid season ticket.

  • If you forget to validate, you are in breach even if your season ticket is valid: you must then pay a €5 fine.
  • Travelling with a pass already used by a third party or transferring your pass to someone else constitutes an offence: you will have to pay a €70 fine (immediate payment).
  • If you forget your TCL or Oùra card, you are in breach: you will then have to pay a €5 administration fee.

You must validate your ticket each time you travel on the network and each time you change lines (except from one metro line to another).You must keep your ticket until you exit the metro station, get off the bus, streetcar, funicular or Navigône.

  • If you completely forget to validate your ticket, you are in breach of the law: you will be fined €70 (immediate payment).
  • If you forget to validate your ticket during a transfer, you are in breach of the law: you will be fined €5.
  • If you are unable to present your ticket to a ticket inspector, you are in breach of the law: you will be fined €70 (immediate payment).

Aggravated fines: 4th class offences

  • Abandoning or depositing, without supervision, objects.
  • Use without legitimate reason an alarm or emergency stop signal.
  • Facilitating access to a person without a ticket for transport (keeping gates open).
  • Hindering the closing of doors, or opening them while the vehicle is moving.
  • Gripping in any way to the outside of vehicles.
  • Getting on or off other than at designated stations or stops.
  • Mendering, leafleting or surveying.
  • Riding scooters, rollerblades or other devices on board vehicles and within the metro enclosure.
  • Consuming or selling alcohol on the network.
  • Spitting, urinating, deteriorating or soiling spaces, vehicles or equipment.
  • Using sound devices or disturbing the peace and quiet of passengers.

Agggravated fines: 5th class offences

Agggravated fines relating to 5ᵉ class offences give rise to the transmission of the official report to the Public Prosecutor

Why validate?

Being in possession of a validated ticket is part of the network's regulations, but it's also a way of knowing the number of passengers at each stop and adapting the transport offer.

So some bus lines have seen the switch from a standard bus to an articulated bus to accommodate more passengers, or an increase in frequency at peak times. Validation allows us to better meet your needs and improve TCL service.

THE PRESENCE OF CONTROLLERS CONTRIBUTES TO THE SERENITY OF THE TCL NETWORK

Every day, 500 sworn TCL agents carry out 23,000 checks on the network. But in addition to ensuring compliance with regulations and checking tickets, our ticket inspectors also help to make your journey safer.
They guide you on your journey, direct you to the right lines and advise you in the event of disruption. They also act as mediators in the event of conflict.
Present throughout the TCL network, they provide assistance to people who are victims of an incident, are unwell or in any other situation while waiting for help.

The Savary law

Adopted in March 2016,the Savary law strengthens security and combats fraud on public transport.

From now on, the penalties incurred by fraudsters are tougher and fines more expensive.

False declaration during an inspection: €3750 + 2 months' imprisonment
The identity and address of the fraudster are now verified and recouped with the administration.

Signaling the presence of inspectors: €3750 + 2 months' imprisonment
Spreading messages signalling the presence of inspectors, particularly on social networks, is prohibited. TCL has an alert system, enabling reports to be recorded and procedures to be initiated (filing of a complaint).

Fraud + Lack of ID: €7,500 + 2 months' imprisonment
During the ticketing process and without immediate payment, the offender is obliged to show ID.

Failing this, he/she must remain at the disposal of the ticket inspector. Controllers have the right to detain the offender. If he refuses or flees, he commits an offence.

Repeated fraud: €7,500 + 6 months' imprisonment
Beyond 5 offences per year, fraud becomes an offence.

Outrage against an agent entrusted with a public service mission
€7500 if committed by a single perpetrator.

6 months' imprisonment + €7,500 if committed by several perpetrators. Act committed against a person entrusted with a public service mission, in connection with their missions, and which undermines the dignity or respect due to their function (oral insults, threats...).
